Didn’t it start in the House? If I remember correctly, the Senate made changes so significant that it had to go back to the House, but it kinda sorta started there.
Oops, meant that comment for “If at first …”.
Well, there was a bill in the House, but I think the bill that actually ended up being passed originated in the Senate. But it’s a murky issue, because the identity of the legislation (in the philosophical sense) is hard to keep track of. It’s rather like the “Ship of Theseus“.

Looks to me the bill “as implemented” got it’s start in a Nebraska cornfield.
Nobody knows where it started. But it emerged from the tail-end of her alimentary canal whence, after much toil and trouble, Pelosi pulled it out with her left hand.
